1. What is West Bengal Employment Bank?
‘Yuvasree’ was launched in the year 2013 for providing financial assistance to job seekers who are enrolled in Employment Bank to enable them to improve their employability by getting some education or training within the period of assistance.
Paschim Banga Gramin Bank (PBGB) is the initial Regional Rural Bank (RRB) in the country. This was established on 26th February 2007 in the exercise of the powers by Sub-part of Section 23A of the Regional Rural Bank Act of 1976. This Bank was established by the amalgamation of Howrah Gramin Bank, Bardhaman Gramin Bank, and Mayurakshi Gramin Bank. The tagline of this Bank is “Bank for U – Banking for All.”
This Bank has been sponsored by UCO Bank and Owned by the Government of India, Government of West Bengal, and UCO Bank. The shareholders of the Bank are the Government of India by 50%, UCO Bank by 35%, and Government of West Bengal by 15%. The Bank’s head office is located at Tikiapara, Howrah, West Bengal.
In 2013 to 2014 financial year, the Bank made a net profit of INR 20.12 Crore. The Bank is currently operating in five districts of West Bengal State, namely, Howrah, Hooghly, Purba Bardhaman, Paschim Bardhaman, and Birbhum, with its Head Office at Howrah, West Bengal.
The Government of West Bengal Employment Exchange officially named as Employment Bank. West Bengal state Job Seeker, who qualified Matriculation (10th), 12th, Graduation, and Technical certificate holders, are required to Register Online through West Bengal Employment Bank’s official portal.
It is a joint initiative by West Bengal Labour Department and West Bengal Information Technology Department and also supports from West Bengal Higher Education Department and West Bengal Technical Education and Training Department. The Employment Exchange’s primary purpose is to place the right candidates to West Bengal state Government Department / Service vacancies. This is the premier placement agency for non- Public Sector Unit (P.S.U.) vacancies left in state Government establishments and undertakings.
2. How to Register in the Employment Bank?
W.B. Employment Bank’s new enrollment option is available online, and eligible candidates can register online for free. To become a Member of Employment Bank, one needs to submit the details and qualifications or technical documents.
2.1 Employment Bank Login

3. Eligibility Criteria for the West Bengal Employment Bank
a) The Employment portal provides online modules designed to fulfill the needs of the job-seekers throughout the country. Job seekers can enroll online, after which a temporary enrolment I.D. is assigned.
b) The job seeker is then required to visit any Employment Exchange of the State for the validation of temporary I.D. After this, User-ID and password are given to the job seekers through system-generated SMS.
c) Any Employer or Placement Agencies in the country can enroll in the Employment Bank. The enrolment process is totally online. Any training providing institutions of the State can also enroll itself in Employment Bank. Their enrolment process is online.
d) After enrolment, the Employers and Placement Agencies can search the resumes of the enrolled job-seekers and then generate a list as per their requirement. They can also post job-related advertisements that get published on the portal.
‘Yuvasree’ aims to provide financial assistance of INR 1,500/- per month to the first one lakh job seekers enrolled in Employment Bank to allow them to enhance their employability.
Eligibility criteria are as follows:
a) The user has to be unemployed and a resident of West Bengal.
b) The user is enrolled with the Employment Bank as a ‘job seeker.’
c) The user’s educational qualification should be Class Vlll pass or above.
d) The user should be between 18 to 45 years of age on 1st April of the year in which he/she is to be considered under the scheme.
e) The user has not availed any financial assistance (like loan under any state or central government-sponsored self-employment scheme).
f) Only one member of the family is eligible to receive this assistance under the West Bengal Employment Bank Scheme.
g) The beneficiaries are also required to submit a self-declaration once in every six months, to ascertain whether the user is utilizing the financial assistance for the right cause plus is undergoing some training course to enhance his or her skills. This is also to ensure that the beneficiary is still under the eligibility criteria to receive the unemployment assistance under the scheme.
The West Bengal Employment Bank portal provides an interactive platform among the three key parties, namely the job seekers, the job providers, and the education & training contributing institutions. Yuvasree offers financial assistance to the job seekers enrolled in the Employment Bank to enable them to undergo some training.
4. Qualification to apply under the Bank
- For the post of Madhyamik, one needs to have passed the 10th Matric.
- Fitter from I.T.I. has to pass the exam for the same.
- Certificate course in welder with specialization in T.I.G. and M.I.G.
- Certificate course in D.T.P., another certificate course in web page design.
- For the post of CCNA, one needs to have passed its certificate Course.
- For the post of D.C.E., one has to pass the special course in CAD.
There are many other posts for which one can apply for. This initiative has helped many unemployed people from the State of West Bengal to attain skill and money.
